I would start with the dermatologist, who specializes in disorders of skin and associated structures, which includes hair follicles. The dermatologist will be better prepared to correctly diagnose the cause of the hair loss, so that you don't waste time and money treating the wrong condition. First I like to know if you are taking any medication. Some time this is the cause and should changed to one that is safer.
Another is how your Thyroid is working and should be checked by your regular doctor. Third check if you do not have some form of Fungal infection that makes your hair come out in chunks. Your sister had similar problem make it sure is not contagious

Since what is happening to you is so normal I would think any general doctor could give you a prescription for Propecia and see if that works first. If you have no luck with it or your doctor , then move on to a specialist.
If the general doctor is cheap, use him, because a dermatologist is going to prescribe the same thing to you. Maybe your doctor will give you some free samples too which is always a big help
there's not much you can do to
stop nature but you should rule other factors such as environmental
poisons, drugs , etc. for that reason, i'd start with your primary care
physician then move on to the derm if necessary. normal hair loss
is usually gradual. if your hair is coming out in handfuls, something
may be going on other than nature.
Certainly, the dermatologist will be most sophisticated with hairloss (alopecia) and distinguishing between hereditary androgenetic alopecia versus other forms, e.g. areata.
