Yes, but you must first prepare your scalp for it first planting or the seeds wont take root and fall off and little birds will come along and eat the seeds.
There are many different Chia Pet styles to choose from and you may want to look through some photos of other people who have the Chia Pet Head to determine which one is right for you.
There is the Chia Pet Head Bluegrass, Bentgrass, Ryegrasses and the
Fescues grasses. ( I personally like the Bluegrass style myself)
Apply a good layer of peat moss to your head and tamp it down firmly. Lightly spray your head with water. The easiest way to do this is by running through your sprinkler system several times until thoroughly dampened . Make several furrows from the front to the back of your head and distribute the seeds evenly throughout the rows of peat moss. Stand ( or sit when you get tired) in a well sun lit area for several hours every day but be careful not to scorch your thatch or let the moss go dry. You have to keep your thatch well moistened at all times or it wont germinate.. the seed will die and you'll have to start all over again. Once the new 'hair' has started to sprout , proper maintenance is the key to a successful head of Chia Pet hair. It's up to you how long you want your new thatch to grow and some people let it grow to lengths where it reseeds itself but you are probably not one of those type of people. A trip to the gardener each week can provide fertilization and proper grounds treatments to keep your thatch looking fresh and green all year long.

I actually fashioned a rather flaterring wig. I took a portion of the fur from my fur lined sink. I glued it to my head and it seems to sticking. I do notice birds circling around my head alot though. An Peta people are chasing after me with spray paint cans.I am losing my hair. Will planting Chia Pet seeds on my bald scalp work?
